The German wind energy industry and its suppliers have for various reasons become a strategic issue in German, and especially Schleswig-Holstein, industrial policy.
The centre of excellence for wind energy (CEwind) was set up between 2005 and 2008 (Phase I), initially as a joint project of the universities and research establishments in the state of Schleswig-Holstein, financed through the Innovation Fund of the what was formerly the Schleswig-Holstein ministry of economic affairs and transport (MVV).

Since 2008 CEwind has been providing a masters course in wind engineering for the universities involved. This course is designed to pave the way for engineers specialised in either mechanical or electrical engineering to train as multidisciplinary and system-oriented generalists with individual areas of specialisation, as required by the relevant industry.
